Calculator determines how yummy politician is

Political calculator ==>   [ Summation over all time ( AYOE / HLA) ] / NOE  ......
==> NOEN = Number Of Events ( Normalized by HLA ) shedding light on politician
==>  HLA =  How Long Ago event occurred ( in years )
==>  AYOE = Absolute Yumminess Of Event  .... from -10 to +10
      [ -10 is really creepy event  +10 is really inspiring ]

Example:
 Let's use Ron Paul as an example .......
Pretend Ron Paul did something something bad 20 years ago..... for minus 10 points.

Then he did 10 great things in the last few years.  Say they are worth 5 points ( 2 years ago ), 7 points ( 3 yrs ), 8 points ( 1yr ), 9 points ( 1 yr ) , 7 points ( 4 yrs )  , 8.5 points ( 1 yr ) , 9.1 points ( 1 yr ) , 7.8 points ( 1 yr ) , 8.1 points ( 1 yr ) , 10 ( 1 yr ) , 

The calculator says:
{[-10/20] + [5/2] + [7/3] + [8/1] + [9/1] + [7/4] + [8.5/1] + [9.1/1] + [7.8/1] + [8.1/1] + [10/1]} / {1/20 + 1/2 + 1/3 + 1 + 1 + 1/4 + 1 + 1 + 1 + 1 + 1 } = 8.19 points  ( -10 to +10 )

I have a spreadsheet that does this calculation ..... I can share for those who  want to do their own calculations.
