Ex-US President Jimmy Carter has flayed the US and South Korea for withholding food aid to North Korea which he said amounted to violation of human rights, reports said on Thursday.

Briefing reporters in South Korean capital, Seoul, after wrapping up his three-day visit to Communist North, Carter said Pyongyang badly needed food imports.

"One of the most important human rights is to have food to eat, and for South Korea and the US and others to deliberately withhold food aid to the North Korean people is really a human rights violation," he said

The secretive state had encountered a severe famine in the nineties following the collapse of its economy and damage to crops. Since then, it has largely depended on outside help to tide over its food shortage.

As for the talks with North Korea's 'supreme' leader Kim Il Jong, Carter said although he did not meet Kim personally, the latter had sent word on Pyongyang's willingness to hold talks on any subject without pre-conditions. Most importantly, Kim had reportedly conveyed his readiness for meeting South Korean President Lee Myung-bak.

Carter was accompanied on his visit by former Finnish President Martti Ahtisaari,former Norwegian head of state Gro Brundtland and ex-Irish President Mary Robinson--members of the "Elders" group set up by South African leader Nelson Mandela in 2007 for fostering global efforts towards peace and humanity.

This is Carter's second visit to North Korea in less than a year. During his previous trip to the North in August, the octogenarian leader had managed to secure the release of American, Aijalon Gomes, 31, detained for illegally entering the country.

Carter though returned Thursday without Jun Young-su, an American national held in North Korea for allegedly carrying out missionary work there.

Meanwhile, the US State Department has termed Carter's trip as strictly private. South Korea's Foreign Minister Kim Sung-hwan too said he did not expect the visit to deliver a breakthrough.

North Korean leaders/assholes have put their country in a dumpster. The people inside that hell should fight to get out. China has done a lot to support the NK assholes. In the midst of all this brouha-ha .... it should be clear that taxpayers in the USA do NOT owe the North Koreans one thin dime. Jimmy Cater would like to spend other people's money ( SOPM ) which is always fun ( I love spending money ) ....... It is NOT ethical to SOPM even to try to fix a food disaster. I am sure that private organizations could very publicly offer food to NK if the assholes go.
